returns EventHandlerList
The graph's event handlers — the rules that turn a matching event into GL rows — highest priority first, active or not.
A handler an AI client created, or whose match or template an AI client
last changed, is a suggestion (awaitingApproval): it takes no part in
matching until a person approves it with update-event-handler.

| isActive | Boolean | Only active (true) or inactive (false) handlers. Omit for both. |
| awaitingApproval | Boolean | Only the AI's unapproved suggestions (true), or everything else (false). Omit for both. |
| limit | Int | Maximum rows to return, 1-1000. Omit to use this field's own default; out of range raises INVALID_PAGINATION. |
| offset | Int | Rows to skip before returning, 0 or greater. Out of range raises INVALID_PAGINATION. |
